Concerned Citizen's Forum In India is a recently formed internet group, currently engaged in Noise related matters. The recently concluded Ganesh and Dassera festivals were very opportune and the Writ (PIL) filed, by Dr Oke and others in the Bombay High Court related to Noise and Noise Rules, was coincidently timely in getting the issue a wide spread press coverage, especially in Mumbai. The press coverage mentioned a few telephone numbers where people could complain about noise and there has been quite an encouraging and diverse response. While it would provide substance to the final hearing of the PIL with the complaints data received so far by phone, it is being thought that a much wider response could be sought through internet. Hence this mail.

The efforts are showing positive results though much improvement is still needed -e.g. idol immersion procession noise is still unreasonably high and totally uncontrolled. Some dandiya pandals defy the law. Silence zone rules are flouted, especially by and around religious places and educational institutions.

Since 1980s it is researched and established that Noise is not just a nuisance but is health hazard. It is said to be a slow killer. Briefly, lack of restful sleep weekens the immune system. Noise even at low decibels in a quiet ambiance does that; at higher decibels sleep is the casualty. Noise also enhances blood pressure over a period and loss of hearing leading to irritability.

Noise could be categorised into Industrial, Urban and Social Noise. While within an industry, noise may be high, it is mandatory to provide protective gears to personnel exposed to these industrial noises beyond certain level. DISH, the Department of Industrial Safety and Health (Maharashtra) generally looks into this aspect within an industry. However, in the Industrial zones, as also in commercial, residential and silence zones, Ministry of Environment and Forest through the Environment Protection Act 1986 and Noise Rule (Conrol and Regulation) 2000 as amended from time to time, prescribes permissible noise levels.

Urban Noise in general gets generated through Traffic, Vehicular Horns, Musical Vehicular Horns, Radio-TV played by people, Ill-Designed and Ill-Maintained fans and air-conditioners and many house hold appliances and construction equipment, especially concrete vibrators and stone cutting rotary saws and floor polishers etc. Railway noise and Aeroplane noise are also part of urban noise.

Social Noise emanate from social activities such as public and private parties, marriages, religious discourses, political rallies, open air dramas, azaans, temple and derasar keertans, church sermons, exhibitions, idol installation and immersion processions, bursting of crackers, beating drums etc.

Noise cannot be eliminated but definitely they are controllable and in some cases avoidable.

In an edeavour to reduce noise, we request you to respond to this mail and let us have your encounter with noise that troubles you - we all know that we tend to accommodate and adjust to aggravating environment. This virtue is in fact damaging. Kindly respond factually so that there could be greater effort with application of scientific principles so that we are able to reduce noise levels significantly. Let the numbers tell the collective desire of the community to reduce noise.
