SUGGESTIONS INVITED ON THE SUBJECT
'INTER-LINKING OF RIVERS'

1.    The Committee have headed by Shri R. Sambasiva Rao, M.P. and Chairman, Standing Committee on Water Resources, selected the subject 'Inter-Linking of Rivers, and decided to examine in detail and present a Report on the subject to Parliament on priority.

2.    The Committee have observed that by implementing the project `Inter-Linking of Rivers', the Nation strives to realize the goals of mitigation of droughts, flood control, augment domestic and industrial water supply, enhance navigational facilities, generate employment, etc.

3.    The Committee have come across news items in various National Dailies on the subject wherein divergent views are being expressed in different fora by eminent persons and groups on varied considerations.

4.    The Committee have observed that various issues viz. environment impact assessment, rehabilitation of project affected persons, techno-economic feasibilities of the link schemes etc. are to be affectively addressed before embarking on the project.

5.    The Committee also understand that there is a lack of consensus between different States on the modalities of sharing of waters and the cost benefit ratio of the link projects.

6.    The Committee desire that meaningful and objective Report on the subject may be presented to both the Houses of Parliament.

7.    The Committee have decided to invite written memoranda containing
views / suggestions / comments of the individuals / experts / professional
organizations / Institutions interested in the subject matter.

8.    Those who are desirous of submitting their memoranda to the Committee

9.    Those who are desirous of giving oral evidence before the Committee
besides sending memoranda are requested to intimate the same to the
Lok Sabha Secretariat for consideration of the Committee.

10.   The Memoranda which might be submitted to the Committee would form
part of the records of the Committee and would be treated as `Confidential' and would not be circulated by any one, as such an act would constitute a breach of privilege of the Committee.
