(Originally emailed to yahoogroups on 18 June 2005)I read an adverisement in one of the national newspapers, I thought it was in the first week of June 2005, inviting suggestions or memoranda on the subject "Inter-Linking of Rivers". I noticed it on a day I do not recall and then could not lay my hands on it. So obscure it might have been. I could not see the notification on the website either. I received a soft copy by email which I am posting it on the webpage right away.
If you are concerned about the issue, do send in your concern and do not leave it to others to do it. There are hosts of issues based on the issue of interlinking of rivers.
If you think the time now available is too short, please send in your desire to express your views to the PARLIAMENTARY STANDING COMMITTEE ON WATER RESOURCES HEADED BY R. SAMBASIVA RAO, MP and ask for additional month. Please do so by fax/letter. For a project costing more than Rs 5,00,000 Crore, putting advertisement that is so obscure that it could not be traced again and giving one month only is not appropiate public consultation.
The committee seems to have observed that the project is good for mitigation of drought and flood control, augment domestic and industrial water supply, enhance navigational facilities, generate employment, etc. This is the stand that had been taken by the then NDA government appointed commitee headed by Mr Suresh Prabhu, MP after the H'ble Supreme Court had asked the then GoI to come out with scheme to mitigate the cycle of drought and floods. The H'ble Supreme Court and the NDA government had presupposed that interlinking of rivers is only beneficial and a win-win situation for all.
When some one goes with such presupposition and sees win-win situation for all, I am sceptical. Had they said that feasibility study shall be made and placed before the parliament before embarking on implementation part if found feasible, I would have been happy. However, even with the changed government (UPA), the language used still reveals the attitude of presupposition.
Therefore, if you wish to seek time to express your concerns, please communicate IMMEDIATELY to: Shri A.S. Chera, Director, Lok Sabha Secretariat, Room No.152, First Floor, Parliament House Annexe, New Delhi-110001 (Tel. No.23034011, 23035238(O) and Fax Nos. 2301-6836, 23010756) while working on your memoranda, which in absence of any extension, must reach him by 26 June 2005.

SAMBASIVA RAO, MP AND CHAIRMAN INVITES SUGGESTIONS/ MEMORANDA ON THE SUBJECT 'INTER-LINKING OF RIVERS'The Committee have selected the subject `Inter-Linking of Rivers', and decided to examine in detail and present a Report on the subject to parliament on priority.
The Committee have observed that by implementing the project `Inter-Linking of Rivers', the Nation strives to realize the goals of mitigation of droughts, flood control, augment domestic and industrial water supply, enhance navigational facilities, generate employment, etc.
The Committee have come across news items in various National Dailies on the subject wherein divergent views are being expressed in different fora by eminent persons and groups on varied considerations.
The Committee have observed that various issues viz. environment impact assessment, rehabilitation of project affected persons, techno-economic feasibilities of the link schemes etc. are to be affectively addressed before embarking on the project.
The Committee desire that meaningful and objective Report on the subject may be presented to both the Houses of Parliament.
The Committee have decided to invite written memoranda containing views/suggestions/comments of the individuals/experts/professional organizations/ Institutions interested in the subject matter.
Those who are desirous of submitting their memoranda to the Committee may send two copies each (in English and Hindi) thereof to Shri A.S. Chera, Director, Lok Sabha Secretariat, Room No.152, First Floor, Parliament House Annexe, New Delhi-110001 (Tel. No.23034011, 23035238(O) and Fax Nos. 2301-6836, 23010756) within 30 days of the date of the advertisement.
Those who are desirous of giving oral evidence before the Committee besides sending memoranda are requested to intimate the same to the Lok Sabha Secretariat for consideration of the Committee.
The Memoranda which might be submitted to the Committee would form part of the records of the Committee and would be treated as `Confidential' and would not be circulated by any one, as such an act would constitute a breach of privilege of the Committee.
